February 25, 2020, Glendale, CA – PSI Services is bringing to life its goals to dramatically extend market reach through a new, wide-reaching global strategy for its Talent Management division. PSI, the global workforce solutions provider, today announces a new leadership structure for the Talent Management team, as well as the addition of two new team members to the company. The new leadership structure comes on the heels of a reinvestment in PSI by partner, Waud Capital, and multiple company acquisitions in the Talent Management space, including US-based Caliper and UK-based Cubiks Group LTD.
PSI is dedicated to bringing world class Talent Management solutions to the global enterprise market. With the explosive growth of the Talent Management business over the last three years and the company’s renewed focus on product and technology, PSI has implemented a new leadership structure and global strategy to oversee the fastest growing business at PSI. As President of Global Talent Management, Peter Celeste will spearhead this new structure with end–to–end responsibility for PSI’s Talent Management business.

Peter Celeste joined PSI in early 2017. He is an accomplished senior executive with over 20 years of experience in tech-enabled business-to-business service companies in both the public and private sectors. Prior to PSI, Celeste was the president of The Search Agency, leading the company’s overall strategy, and was responsible for the management and operations of its global agency P&L. He also held leadership roles and ran multiple businesses at Yahoo and Intuit.
Chris Small has taken on a new role as Senior Vice President of International Talent Management, leading the UK, European, Middle Eastern, and Asia-Pacific Regions for PSI. He is responsible for PSI’s in-market talent management teams including sales, account management, client experience, as well as the assessment, development, and training consulting groups. Based in the UK, Small is a Chartered Industrial/Organizational Psychologist. He holds his Master of Sciences in Occupational Psychology from Northumbria University and Bachelor of Sciences in Psychology from Newcastle University. Small previously served as PSI’s Senior Vice President of Talent Management for the domestic US business.
Brad Kendall has been hired as Senior Vice President of Talent Management for the Americas region, responsible for managing, directing, and establishing consistent practices and growth of the Talent Management business in the north and south American market. A leader with over 20 years of revenue growth experience in the human capital technology and services domain, he brings a global perspective in both business and sales management to the PSI team. Kendall received his Bachelor of Arts degree in Political Science from Brigham Young University and previously served as Chief Revenue Officer for VitalSmarts and Global Head of Employee Insights at Qualtrics.
Francis Chang has joined PSI as Senior Vice President of Product Management. Chang will lead, define, and own the overall product vision and roadmap for the Talent Management product lines. Working strategically with PSI’s President, global Talent Management business unit leads, and the head of R&D, he will identify, assess, and prioritize product deliverables, support sales and account management teams in the acquisition, retention, and development of clients, and lead the technology team to ensure they deliver against the prioritized product roadmap. Chang has over 20 years of experience in product management leadership with a successful track record of delivering market leading enterprise software solutions at Mojorank and Oracle. Chang received his Bachelor of Arts degree in Computer Science from University of California, Berkeley.
