d&rsquo;am\u00e9liorer la qualit\u00e9 des d\u00e9cisions de recrutement dans la fonction publique gr\u00e2ce \u00e0 une pr\u00e9s\u00e9lection plus efficace des candidatures et de soutenir l&rsquo;ambition de la fonction publique en mati\u00e8re de diversit\u00e9, \u00e0 savoir devenir l&#8217;employeur le plus inclusif du Royaume-Uni d&rsquo;ici 2020.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Le projet avait les objectifs suivants&nbsp;:<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1. Fournir une nouvelle \u00e9valuation attrayante et une plateforme en ligne dans un d\u00e9lai court<\/strong><\/h3>\n\n\n\n<p>Une \u00e9valuation multim\u00e9dia sur mesure, avec une banque d&rsquo;items, r\u00e9aliste, pr\u00e9cise et pertinente. Le test devait fonctionner de mani\u00e8re dynamique pour mettre l&rsquo;accent uniquement sur les comp\u00e9tences cl\u00e9s pour le poste.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Inclusion et accessibilit\u00e9 pour tous les candidats<\/strong><\/h3>\n\n\n\n<p>La plate-forme d&rsquo;\u00e9valuation devait \u00eatre con\u00e7ue pour les t\u00e9l\u00e9phones portables, un site pratique pour aider \u00e0 r\u00e9duire l&rsquo;anxi\u00e9t\u00e9 des candidats et \u00eatre totalement \u00e9quitable pour tous les candidats. Le Civil Service s&rsquo;est formellement engag\u00e9 dans le Disability Confident Scheme, dans le but d&rsquo;ouvrir la voie \u00e0 la cr\u00e9ation d&rsquo;une culture d&rsquo;inclusion du handicap, il \u00e9tait donc essentiel que la plateforme r\u00e9ponde aux normes de bonnes pratiques en mati\u00e8re d&rsquo;accessibilit\u00e9.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Am\u00e9liorer l&rsquo;efficacit\u00e9 et r\u00e9duire les co\u00fbts<\/strong><\/h3>\n\n\n\n<p>L&rsquo;un des principaux objectifs et d\u00e9fi du projet \u00e9tait d&rsquo;am\u00e9liorer les processus existants pour les rendre plus efficaces et rentables.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">La solution<\/h2>\n\n\n\n<p>En raison de la port\u00e9e ambitieuse du projet, chaque activit\u00e9 a \u00e9t\u00e9 d\u00e9finie en d\u00e9tail et des d\u00e9lais ont \u00e9t\u00e9 attribu\u00e9s \u00e0 chacune des parties prenantes cl\u00e9s du GRS et de Talogy.<\/p>\n\n\n\n<p>Pour que le test soit r\u00e9aliste quels que soient les services et les niveaux d&rsquo;anciennet\u00e9, 61&nbsp;entretiens approfondis avec des experts internes ont \u00e9t\u00e9 r\u00e9alis\u00e9s et plus de 200&nbsp;descriptions de poste ont \u00e9t\u00e9 examin\u00e9es. Une \u00e9quipe de 9&nbsp;psychologues de Talogy a g\u00e9n\u00e9r\u00e9 3&nbsp;078&nbsp;questions pour l&rsquo;\u00e9valuation et le contenu a \u00e9t\u00e9 r\u00e9vis\u00e9 par 74&nbsp;experts internes, dont 42&nbsp;% \u00e9taient issus de r\u00e9seaux ou d&rsquo;unit\u00e9s de diversit\u00e9. Il leur a \u00e9t\u00e9 demand\u00e9 d&rsquo;\u00e9valuer et de commenter l&rsquo;\u00e9quit\u00e9, l&rsquo;inclusion et la pertinence du test.<\/p>\n\n\n\n<p>Le test devait \u00e9galement \u00eatre attrayant et pertinent. Par cons\u00e9quent, une s\u00e9rie de 6&nbsp;ateliers a \u00e9t\u00e9 r\u00e9alis\u00e9e avec 22&nbsp;experts pour r\u00e9viser les scripts des \u00e9l\u00e9ments multim\u00e9dias de l&rsquo;\u00e9valuation. Des efforts importants ont \u00e9t\u00e9 investis dans l&rsquo;identification d&rsquo;acteurs diversifi\u00e9s et talentueux pour rendre le test immersif et r\u00e9aliste. Plus de 1&nbsp;300&nbsp;candidatures ont \u00e9t\u00e9 re\u00e7ues, parmi lesquelles 57 des meilleurs acteurs ont \u00e9t\u00e9 retenus pour 77&nbsp;r\u00f4les. Pour s&rsquo;assurer que la production \u00e9tait aussi rentable que possible, le tournage a eu lieu dans un studio sp\u00e9cialis\u00e9 sur fond vert. 67&nbsp;vid\u00e9os ont \u00e9t\u00e9 produites en seulement 6&nbsp;jours, ce qui aurait \u00e9t\u00e9 beaucoup plus long et co\u00fbteux si elles avaient \u00e9t\u00e9 film\u00e9es sur site.<\/p>\n\n\n\n<p>Le projet a impliqu\u00e9 une participation significative des parties prenantes avec des contributeurs de 27&nbsp;professions, 98&nbsp;services\/agences, des r\u00e9seaux de personnel, le bureau des commissaires de la fonction publique et la repr\u00e9sentation des syndicats. Le GRS a fait un effort important tout au long du projet pour inclure les personnes handicap\u00e9es dans les phases de cadrage, de mise en \u0153uvre et de test pr\u00e9coce. En f\u00e9vrier 2017, le Digital Accessibility Center (DAC) a \u00e9t\u00e9 charg\u00e9 de tester le logiciel pour s&rsquo;assurer qu&rsquo;il respectait les bonnes pratiques en mati\u00e8re de normes d&rsquo;accessibilit\u00e9 et de l\u00e9gislation. Ce test a impliqu\u00e9 10&nbsp;\u00e9valuateurs de qualit\u00e9, tous en situation de handicap et ayant fait l&rsquo;exp\u00e9rience directe des obstacles qu&rsquo;un site web inaccessible pouvait cr\u00e9er.<\/p>\n\n\n\n<p>L&rsquo;objectif final \u00e9tait de concevoir une \u00e9valuation en banque d&rsquo;items comprenant 44&nbsp;tests. Plus de 16&nbsp;000&nbsp;tests ont \u00e9t\u00e9 utilis\u00e9s pour analyser les biais et la validit\u00e9 des \u00e9valuations avant la mise en \u0153uvre et cr\u00e9er des normes pr\u00e9cises.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Les r\u00e9sultats<\/h2>\n\n\n\n<p>L&rsquo;\u00e9valuation multim\u00e9dia con\u00e7ue pour le t\u00e9l\u00e9phone mobile a \u00e9t\u00e9 lanc\u00e9e en f\u00e9vrier 2017. Depuis son lancement, elle a \u00e9t\u00e9 utilis\u00e9e par plus d&rsquo;un quart de million de candidats et le site d&rsquo;entra\u00eenement plus de 100&nbsp;000&nbsp;fois. Le test a permis de pourvoir des milliers d&#8217;emplois, des postes administratifs aux r\u00f4les de leader.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1. Fournir une nouvelle \u00e9valuation attrayante et une plateforme en ligne dans un d\u00e9lai court<\/strong><\/h3>\n\n\n\n<p>Le test est une avanc\u00e9e innovante dans l&rsquo;\u00e9valuation, offrant une exp\u00e9rience candidat engageante. Chaque activit\u00e9 a \u00e9t\u00e9 r\u00e9alis\u00e9e dans un d\u00e9lai tr\u00e8s court et le succ\u00e8s se refl\u00e8te dans l&rsquo;adoption significative de l&rsquo;\u00e9valuation par plus de 50&nbsp;d\u00e9partements du Civil Service.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Inclusion et accessibilit\u00e9 pour tous les candidats<\/strong><\/h3>\n\n\n\n<p>Sur la base de l&rsquo;analyse d&rsquo;un \u00e9chantillon de 58&nbsp;295&nbsp;candidats, les tests ont \u00e9t\u00e9 jug\u00e9s \u00e9quitables au niveau de la note de passage minimale \u00e0 l&rsquo;\u00e9chelle de l&rsquo;organisation et ne cr\u00e9ent pas de biais fond\u00e9s sur le sexe, le handicap, l&rsquo;origine ethnique ou le statut LGBT. Depuis que le test est accessible par d\u00e9faut, le nombre de demandes d&rsquo;ajustement de la part de candidats en situation de handicap a diminu\u00e9 de 80&nbsp;%&nbsp;!<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3.
